Contingency Plan

Water Shortage Contingency Plan

This water shortage contingency plan is designed to reduce water consumption should events such as; extreme drought, mechanical/water system failures or state imposed mandates occur. This plan will be a three phased approach to water conservation within the boundaries of the AFPMWC service area. Conservation measures will gradually increase with each stage. Residents will be given opportunities to voluntarily reduce water consumption in Stage I. If these efforts are not sufficient, then Stage II is implemented, which includes additional mandatory conservation measures. If the first two implemented stages are not sufficient in meeting the conservation goals, then Stage III is implemented, which includes additional mandatory conservation measures. The Water Shortage Contingency Plan will be implemented by AFPMWC Board action, at which such times, shareholders/residents shall be notified of such implementation. The stages and conservation measures are listed below.

Stage I - (10% Reduction) Voluntary

  1. Preventing excessive runoff from entering adjacent properties, flow lines, rights of way or surface/storm drains.
  2. Use of drip irrigation systems or other methods designed to prevent excessive surface irrigation of landscaped areas, resulting in conditions such as standing water or runoff.
  3. Immediate repair of any and all observable leaks of water on premises.
  4. Use of a broom or blower to clean driveways or other paved/hard services.
  5. Use of water for washing down paved or hard surfaces only when necessary to alleviate sanitation or fire hazards.
  6. Use of a shutoff nozzle when using a hose to wash a vehicle or hand watering.
  7. Use of low flow shower heads and shortening time in the shower.
  8. Use of volume reduction devices in toilets and being careful not to use the toilet as a wastebasket.
  9. Reduction in water consumption for bathing, hand dishwashing and irrigation by reduction of flow time for these activities.
  10. Running only full loads in the dishwasher and washing machines.

Stage II - (20% Reduction) Mandatory

  1. No hosing down of any hard surface or non-landscaped areas, except for removal of flammable substances or health and safety needs.
  2. The washing of cars, trucks, boats, recreational vehicles or mobile equipment shall only be allowed by using a bucket and hose with an automatic shutoff nozzle that shuts off upon release.
  3. The use or water in ornamental fountains or ponds shall only be permitted if the water is re-circulated.
  4. Excessive runoff entering adjacent properties, flow lines, rights of way or surface/storm drains shall be prohibited.
  5. Outdoor irrigation of any kind from 10:00am to 6:00pm shall be prohibited.
  6. Outdoor irrigation shall be prohibited during and 48 hours of a measurable rainfall event.
  7. Outdoor irrigation will be limited to three (3) days per week. Addresses ending in odd numbers will be allowed to irrigate on Wednesday, Friday and Sunday. Addresses ending in even numbers will be allowed to irrigate on Tuesday, Thursday and Saturday. No outdoor irrigation shall be allowed on Monday.

Stage III - (50% Reduction) Mandatory

  1. Turf irrigation shall be prohibited. Plants, trees, shrubs and bushes may be watered by the use of a bucket and no more than 20 gallons shall of water shall be used on a single tree or shrub in a one week period. Use of gray water shall be allowed in conjunction with County and State regulations.
  2. Hosing down of un-landscaped or hard surfaces is prohibited.
  3. The washing of cars, trucks, boats, recreational vehicles and mobile equipment is prohibited.
  4. The introduction of water into swimming pools, wading pools or spas shall be prohibited.

Penalty Phases (Stages II and III)

      • 1st violation – Door tag and educational materials delivered.
      • 2nd violation – Door tag and $25.00 service fee added to water bill.
      • 3rd violation – Notice by certified mail and door tag, $100.00 service fee added to bill. If violation is uncorrected after 30 days of notice or reoccurs, a $500 fee may be imposed.
