Well and Treatment Plant Repaired 4/22/2024

The A.F.P. Mutual Water Company has had the Sales Office Well repaired and cleaned. The computer that operates the treatment plant has been replaced and is now connected and operational. We are no longer under Stage III water conservation

Last week we had a couple issues happen in our system. The corral treatment plants PLC / computer stopped working. This is what runs the treatment plant, without it we cannot run it. Replacement of this will take place within the next two weeks.

The second issue we had in the system is our Sales Office Well went down about a little over a week ago. The well is in need of replacing the pump, motor, and electrical wiring. Shelby pump company is scheduled to come out to the Sales Office Well Tuesday-Wednesday of this week 4/9/24-4/10/24. Not until Shelby pump company pulls the well we are not sure if it's in need of new pipes or how the condition of the current pipe is in.

Important Information about Your Drinking Water 04/7/2023

Dear Shareholder/Renter,

Our Water has level of Manganese above the secondary maximum contaminant level of the U.S. EPA Lifetime Health Advisory

Our water system recently violated the Secondary Maximum Contaminant Level (MCL). A secondary standard affects the color and taste of the water delivered to customers. As our customers, you have a right to know what you should do, what happened, and what we are doing to correct this situation.

We routinely monitor for the presence of drinking water contaminants. Water sample results collected on March 7, 2023, showed manganese levels of 0.45 milligrams per liter (mg/L) from GI Well and 0.153 mg/L from Sales Office Well. The running annual average (RAA) value for manganese for 1st quarter of 2023 is 0.123 mg/L from GI Well and 0.074 mg/L from Sales Office Well. Sales Office Well exceeds the secondary MCL of 0.05 milligrams per liter (mg/L). GI Well exceeds the secondary MCL and the U.S. EPA lifetime health advisory (HA) level of 0.3 mg/L for manganese.

What should I do?

  • Infants younger than 6 months could experience neurological effects from continuous manganese exposures above 0.3 mg/L. The State Water Board strongly recommends the use of an alternate water source when preparing food, specifically baby formula and juice, for infants.
  • For all other consumers, you do not need to use an alternative water supply (e.g., bottled water).
  • This is not an emergency. If it had been, you would have been notified immediately. However, some people who drink water containing manganese in excess of the U.S. EPA lifetime HA level (0.3 mg/L) over many years may experience potential neurological effects.
  • If you have other health issues concerning the consumption of this water, you may wish to consult your doctor

    Our Water has levels of Iron and Manganese above the drinking water Standard.

    Due to high turnover of water operators and issues with outsourcing to other licensing, our water system has recently violated a drinking water standard. Although this is not an emergency, as shareholders, you have a right to know what you should do, what happened, and what we did to correct this situation. We provide iron and manganese removal treatment by filtration to reduce the iron and manganese in the water produced by Corral Well. We routinely monitor the iron and manganese concentration of the water leaving the treatment plant. Table 1 below lists all samples from the treatment plant between September 2020 and August 2022 that exceeded the standard, or maximum contaminant level (MCL) of 0.300 mg/L for iron and 0.050 mg/L for manganese. Since January 2022 through July 2022, the treatment plant has been non-operational due to ongoing leaks and repairs. The Corral Well has been bypassing the treatment plant and has been supplying untreated water directly to the distribution system. Table 2 below lists all samples from Corral Well between January 2022 to August 2022 that exceeded the MCL.

    Pressure Release Valve 08/22/2022

    Dear Shareholder/Renter,

    The A.F.P. Mutual Water Company had scheduled maintenance done August 19th to our pressure release valve and it was successful; however, with the disruption of water flow, sediment was picked up when water was turned back on. Hence the dirty or discolored water.

    We have been working to correct the issue with doing flushing both dead ends and hydrant, while still being cautious of our storage tank levels. We apologize for all the inconveniences you may have been experiencing over the weekend.

    Pressure Release Valve 08/10/2022

    Dear Shareholder/Renter,

    The A.F.P. Mutual Water Company will be having scheduled maintenance done August 19th from 7 A.M. to as late as 5 P.M. for our Pressure Release Valve Located on Alps Drive. During this time frame there will be a disruption in service of water. We highly recommend storing water for personal use in preparation for this disruption.

    We apologies for any inconvenience this will cause. However, we hope that this will alleviate some of the pressure problems some of our residence have been experiencing.

    This should ONLY affect Shareholders and renters located on the East side of St. Moritz Drive.

    Well Repair 6/25/2021

    Dear Valued Water Customers,

    As of the middle of May we had a small problem with the plug at our treatment plant which needed to be replaced. It only took a couple of weeks to get that resolved; however, other small leaks were found. We apologies for the long process while our well was being repaired. We expect that our main well will be up and running by sometime the week of June 28- July 2nd as we expect the Plummer to be able to make the repairs.

    We have been working to keep the air in the lines down; however, if you are experiencing a lot of air in the lines please give our office a call and we will have the air released at the air release valve closest to you.

    Well Repair 8/14/2020

    Dear Valued Water Customers,

    As of August 14th our water company has been running at full capacity with all four of our wells are up and running. Our Stage two water restrictions has been moved back to stage one, so normal watering can take place. We apologies for the long process while our well was being repaired. We had to wait a lot on third party companies and insurance to have it fixed.

    Air in the Lines

    The water company is aware of all the problems relating to the continued air in the lines for some of our water users. This is partially due to our main well being serviced and utilizing other wells with more demand. Our Water System Operator has been flushing and releasing air from the lines almost daily. Since this still isn’t resolving this issue, we are putting in place temporary air release valves and doing dead end flushing in the most troublesome areas. Our main well should be in full swing within the next few weeks. We are very sorry for all the inconveniences that this has caused any of our water users.

    SCE Public Service Announcment

    For residents who are part of the AFP Mutual Water Company service area: we are in regular contract with SCE currently we are keeping the storage tank as full as possible so that if the event does get called, there is as much water as possible in storage.

    The water system is a gravity system so pressure won't be a problem unless the storage tank gets low.

    AFPMWC encourages everyone to conserve water during this time to ensure sufficient water for essential needs, as well as fire suppression needs.

    We do have one generator large enough to power one 30 gallons per minute well if need be, so productin will be limited during the event to about one quarter of normal production.

    MARCH 2019 FLUSHING OF THE WATER DISTRIBUTION SYSTEM

    AFPMWC Tract 3423 Residents,

    On Friday, Saturday and Sunday, March 29 - 31, 2019, A.F.P. Mutual Water Company will be conducting a routine flushing of the water distribution system. This procedure is necessary to clear sediment from the water pipes.

    Please be advised that this process might cause discoloration of your water for a short period of time. Be assured that the discolored water is safe to drink but will look cloudy.

    Doing your laundry during this time is NOT advisable. We would like to apologize for any inconvenience this process may cause you. If you have any questions please call the water office at 661-822-3266 between the hours of 9 AM to 12:30 PM, Monday through Friday.

    AFPMWC Tract 3423 Residents,

    The Corral Well pipe, pump/motor assembly has been installed, flushed, chlorinated, flushed again and sampled. The samples came back clean from the lab and the well was put back on line last Friday afternoon. It has passed the test run time frame with flying colors.

    So in light of that AFPMWC is lifting the Stage 3 Water Restrictions and we are going to place water conservation in Stage 1. Please consult the AFPMWC website for those best practices or the Water Shortage Contingency Plan that was sent to each address.

    I realize it was a long wait, and there were some significant setbacks, but I would like to thank you all for conserving water during these past 39 days.

    Corral Well Update

    AFPMWC Tract 3423 Residents,

    I wanted to bring you all up to speed with the current status of the Corral Well and the Stage 3 Water Restrictions. There was a slight delay in the arrival of the pump/motor assembly that is going to be set down hole in the Corral Well. Due to the pump/motor assembly being lowered to a new depth, and a column pipe change out was determined, this pushed back getting the new equipment down in the well casing. Our suppliers simply did not have the appropriate equipment in stock.

    We had tried to get as much of the equipment in place prior to getting the old pump/motor and column pipe removed, but having to reconfigure our pump setting in the well called for different pump/motor than our supplier had in stock. Unfortunately, due to the broken pipe being down hole, proper inspection could not be done until the broken equipment was removed from the well. This along with the arrival delay of the pump/motor assembly, has resulted in a short delay.

    The pump/motor installation is scheduled for Tuesday 8/21/18. With the hopes of having the well back on-line by weeks end.

    Corral Well Update

    There is some progress to report. The retrieval of the column pipe and pump/motor was successful yesterday. This process took two and a half days to complete, but now that the electrical cable, column pipe, and pump/motor assembly are out of the well casing the repairs and replacement can now get underway.

    A new pump/motor assembly and column pipe will be installed at a lower depth to provide for a higher water column above the pump/motor assembly. By installing the assembly at a lower depth, we will decrease the chance for the pump to break suction and shake, which is what we think occurred to cause the breakdown this year. The water level in this well has dropped about 80 feet over the past four years or so due to drought conditions. By going to a lower depth in the well casing, there will be more water available to pump, which should lessen the chance for future breakdowns due to pump/motor assembly failures.

    The process for bringing this pump online once the replacement equipment is installed requires the well to be flushed, disinfected, flushed again, and bacteriological samples taken and analyzed. We are estimating the pump will be back online by the end of this week or the beginning of next week.

    We will remove the entrance signs and update the website once the well is back online and Stage III is lifted. Thank you all again for your conservation efforts during this time.

    On 8/10/18, AFPMWC's Well/Pump contractor will be attempting to pull the electrical cable and column pipe to ground level so that the remaining column pipe and pump/motor assembly can be pulled out, inspected and any needed repairs/replacements can be done. If this attempt is successful, then the well pipe and pump/motor assembly can be re-installed, flushed and sampled and then put back into service.

    If all goes well, then potentially the well could be back in service by 8/17/18. Which means the Stage 3 water restrictions could be lifted.

    Currently the remaining 3 wells are keeping up with the demand and there is sufficient water in the storage tank for fire protection. So thank you to everyone who is helping to conserve water during this time.

    An update will be posted once additional information becomes available.

    Stage III Restrictions

    On 07/19/18 AFPMWC's Corral Well suffered a mechanical breakdown underground in which the column pipe, which supports the pump/motor, broke apart. This sent 260 feet of column pipe to the bottom of the 600 foot well casing.

    AFPMWC currently has four (4) wells which operate to provide water in Tract 3423 for domestic use and Fire Protection. The current production from these wells is 160 gallons per minute (gpm). The loss of the Corral well represents approximately 40% of the current production. This factor, in addition to run time restrictions of two (2) of the other wells, is the reason for the implementation and notification of Stage III water restrictions.

    Due to the column pipe being broken down the well casing, the column pipe will have to be "fished" out of the casing before the column pipe can be replaced.

    A well video service company performed an initial inspection of the well and discovered that the electrical cable that powers the pump/motor assembly has fallen down the casing and is laying tangled up above the pump/motor assembly. AFPMWC is currently working with a well/pump service company to have the "fishing" and repair work completed and the well up and running as soon as possible.
